Mike,
What I know about GreenWave CT and the state of ocean farming in NY State--
-one of the fastest growing small businesses in Suffolk County is oyster farming
-the oyster farmers can only get NYS permits to grow oysters, they are not legally allowed to grow kelp - there is a push to change that - I can connect you with Greg Rivara at Cornell Marine Progarm who knows more
-Cornell and other shellfish hatcheries grow oysters, scallops and clams to reseed our bays, to support both the environment and our local fishing industries  (taxpayer supported)
- Green Wave in CT has a free apprentice program, I believe there is a long waiting list, but with looking into
- there was an "ocean farming" forum recently, as part of the Suffolk Co Ag Forum, and the larger kelp companies in CT are having a tough time.  My understanding is that right now it's an industry seeking people to buy the product.  So maybe its a good small side business for local sales.  If a regional effort could be created to buy the kelp for carbon sequestration uses, that would be helpful.  Maybe some kind of educational research initiative could start it off, with Cornell and Stony Brook.....
- I don't know that much about coastal fish farming, but a new restaurant and fish farm was to open this spring in Southampton - Manna Fish Farm.   The owner attended the Drawdown Festival.

Scott Bluedorn – who is included on this thread – has been in touch with them.  I think Mary pegged in when she said there aren’t really markets for buying kelp yet that justify a big production effort but I think Scott would know more.
